Yes and No. Although Spain participates in the Visa Waiver Program for travel into the United States, it does not necessarily mean that a US Visa will not be required for all citizens of Spain wishing to enter the United States. There are certain conditions that the traveler must meet in order to qualify for a Visa waiver. If the traveler did not meet the minimum conditions to travel into the U.S. without a Visa, then a U.S. Visa will be required.
